PEER REVIEW PROCESS

Overview

NOVEM employs a rigorous double-blind peer review process to ensure the highest standards of scientific quality, clinical relevance, and methodological rigor.

Initial Screening (1-3 days)

• Technical and formatting compliance check
• Scope and focus assessment
• Plagiarism screening (≤15% similarity threshold)
• Basic ethical compliance verification

Editorial Assessment (5-7 days)

• Evaluation by Associate Editor for novelty and significance
• Assessment of clinical-informatics integration quality
• Decision on suitability for peer review

Peer Review (4-6 weeks)

• Minimum 2 independent expert reviewers per manuscript
• Reviewers selected based on clinical and technical expertise
• Double-blind process (author and reviewer identities concealed)

Reviewer Criteria

Reviewers evaluate manuscripts based on:

Decision Categories

1. Accept as is (rare)
2. Minor revisions (accept after addressing specific points)
3. Major revisions (requires significant changes and re-review)
4. Reject (with clear justification)

Revision Process

• Authors have 4 weeks for minor revisions, 8 weeks for major revisions
• Revised manuscripts are re-evaluated by original reviewers
• Maximum of two revision rounds permitted

Final Decision

• Made by Editor-in-Chief based on reviewer recommendations
• All decisions include constructive feedback
• Average time to first decision: 6-8 weeks

Appeals Process

• Authors may appeal decisions within 30 days
• Appeals reviewed by Editor-in-Chief and one new reviewer
• Final decision within 4 weeks

 

POLICY OF SCREENING FOR PLAGIARISM

Zero Tolerance Policy

NOVEM maintains a strict policy against plagiarism in any form. All submissions are screened for originality before peer review.

Screening Process

• Primary Screening: All manuscripts screened using iThenticate/Turnitin software
• Threshold: Maximum 15% similarity index (excluding references)
• Manual Review: All matches above 10% reviewed by editors
• Cross-checking: References checked for citation manipulation

Acceptable Similarity Levels

• ≤10%: Generally acceptable, minor matching
• 11-15%: Requires editorial review and author explanation
• >15%: Typically rejected or requires major revision

Types of Plagiarism Addressed

1. Verbatim Plagiarism: Direct copying without quotation marks or citation
2. Paraphrasing Plagiarism: Rewording others' work without proper attribution
3. Self-Plagiarism (Text Recycling): Reusing substantial portions of author's own published work
4. Idea Plagiarism: Using others' ideas without attribution
5. Translation Plagiarism: Translating others' work without permission or attribution

Self-Plagiarism Policy

• Reuse of author's own text is permitted only with proper citation
• Maximum 10% self-similarity from author's previous publications
• Extended methods sections may have higher self-similarity with justification

Consequences of Plagiarism

Before Publication:

• Similarity 15-25%: Manuscript returned for revision
• Similarity 25-50%: Rejection with opportunity to resubmit after complete rewrite
• Similarity >50%: Immediate rejection and 2-year submission ban

After Publication:

• Investigation following COPE guidelines
• Retraction with notice for confirmed plagiarism
• Notification to authors' institutions
• 5-year submission ban for serious offenses

Preventive Measures

• Corresponding authors from lower-middle-income countries: USD 300
• Corresponding authors from upper-middle-income countries: USD 600

• Authors without institutional funding
• Early-career researchers (within 5 years of terminal degree)
• Cases of genuine financial hardship
